During Ei's registration process, patients are required to provide written consent of either approving or denying care coordination with primary care physicians (with exemptions for emergency circumstances per HIPAA Privacy Rule 45 CFR 164.510). Ei also requires active patients to sign an ROI in order to coordinate or consult with other providers and professionals affiliated with the patient (with exemptions for "treatment, payment, or healthcare operations" related to Public Welfare in Title 45 of Code of Federal Regulations (CFR) 45 CFR 164.506).
This means we will obtain an ROI directly from an active patient prior to care coordinating, and so in these instances, we will not need to receive an ROI from outside providers or professional affiliated with the patient. However, in situations where this is not the case (i.e., a client no longer in our care, or who is not established, or where there are issues involving legal concerns), we ask that when submitting a referral, contact form, booking a consult, or connecting with us on the phone, that an ROI is sent prior to receiving or discussing protected health information (PHI).
There are 3 kinds of ROIs currently being used at Ei:
Receiving Documents: Documents containing protected health information (PHI) can be faxed to us. If you do not have the ability to fax, then please encrypt the files on your end, and leave us a voice mail with the encryption key (aka, passcode) and provide an email where the "Provider Receive Only" file link can be sent to.
Sending Documents: To keep as little PHI as possible from being handled outside of our ERM, we send ROIs, Care Coordination, Referral Requests, and Summary of Care documentation within our ERM software, and then send these documents from our ERM through built-in fax features.
